In the Action Programme adopted at the 10th Statutory Congress in Prague (26-29/05/2003), the ETUC commits itself, with regard to the SE, to ensure
- a high level of worker participation
- a European mandating of the worker representatives on the SE company boards

In 1997, the ETUC adopted a resolution on the European Company. This resolution was a reaction to the final report of the "High level expert group on workers' involvement" (so-called 'Davignon group').
The Commision convened this group in order to overcome the blockade in the Council of Ministers with regard to the SE statute.

(3) European Metalworkers Federation (EMF)
|
|
In its guidelines, the EMF makes a clear statement in favour of board-level representation in the SE. It stresses the importance of making the best use of the negotiation period in order to reach an acceptable agreement on information, consultation and (board-level) participation. Within these negotiations, the Special Negotiating Body should always try to achieve the highest possible level of participation. After having been appointed, the employee representatives on the SE board will not have a national but a European mandate. The EMF should be consulted and involved in the different stages of the procedure and will appoint a trade union coordinator as a point of contact between the SE and the EMF.

(5) Group of Experts "SE"
|
|
The Expert Group was set up at the request of the Council and was composed of national experts and social affairs counsellors in order to provide a forum for discussing the arrangements for the transpostion of the SE Directive into national legislation.
The Expert Group had informal status, and the role of the Commission was limited to supporting the group.
The final document consists of the conclusions of the Expert Group (WP 1) and 21 different working papers.
